PPWR Compliance
Basic date of applicability of the Regulation
EU Regulation 2025/40 entered into force on 11 February 2025 (on the 20th day following its publication in the Official Journal on 22 January 2025) and shall apply from 12 August 2026 – this is the main date of applicability from which the Regulation replaces Directive 94/62/EC (with the exceptions described below). However, the provisions of Article 67(5) (amendments to the SUP Directive) shall only apply from 12 February 2029.

Packaging must be recyclable in classes A, B or C (prohibition to place technically non‑recyclable packaging on the market).

Addition of the “recyclability at scale” factor to the assessment of packaging recyclability.

Packaging must be recyclable only in classes A or B (class C = cannot be placed on the market).
From 1 January 2040
Increased minimum recycled content: 50% (PET for sensitive products), 25% (other plastics for sensitive products), 65% (PET beverage bottles), 65% (other plastic packaging).

Important notice on conditional deadlines
A number of deadlines in the PPWR are not fixed but depend on when the relevant implementing acts or delegated acts adopted by the Commission enter into force. The rule “whichever is later” applies – for example, the labelling obligation will start either on 12 August 2028 or 24 months after the relevant implementing act enters into force, whichever date is later. This means that if the Commission does not manage to adopt the implementing acts in time, the actual obligation will be postponed. The same principle applies to the recycled content targets (1 January 2030 or 3 years after the implementing act).
